House Introduces America COMPETES Act

House Leadership introduced the America COMPETES Act this week as a companion bill to the Senate’s U.S. Innovation and Competitiveness Act (USICA). The nearly-3,000-page bill would create a new Directorate for Science and Engineering Solutions within the National Science Foundation, provide new authorizations for the Department of Energy and National Institute of Standards and Technology; and designates $52 billion for domestic semiconductor manufacturing. In a press release, Speaker Pelosi stated that this legislation will “advance manufacturing at home, strengthen our supply chain, transform our research capacity and advance our competitiveness and leadership abroad, plus many other key provisions.”
